IMO’s Sub-Committee on the Carriage of Cargos and Containers (CCC4), 11-15 September 2017 – agenda briefing
The IMO’s Sub-Committee on the Carriage of Cargos and Containers (CCC4) will take place in London 11-15 September. The UK Chamber will attend as part of the UK delegation.
Working groups will form to carry out detailed work on amendments to the IGF Code, the IMSBC Code and the use of high manganese austenitic steel for cryogenic service. IGF Code discussions will include requirements for fuel cells and low flash point diesel. Regarding the latter, the 60 degC threshold, below which diesel must be considered by the Code, is expected to be debated further, despite the decision of MSC 98 to maintain the status quo. The use of high manganese austenitic steel for cryogenic tanks offers a potentially cheaper material, although further evidence of its suitability is likely to be called for. A report from the Global Bauxite Working Group will be reviewed and, following incidents with this cargo, will inform the development of schedules under Group A (liable to liquefaction) or Group C (not liable). The introduction of tripartite agreements for cargos which do not have a schedule under the IMSBC Code will be considered, as per those already accepted in the IBC Code. Changes to the schedule for ammonium nitrate fertilisers (non-hazardous) will be considered, based on a study suggesting it is a non-flammable solid, is not self heating and does not have a tendency to self sustaining decomposition.
