Tim leads on maritime employment, health and safety and legal matters. He led the UK shipowner delegation that negotiated the ILO Maritime Labour Convention, 2006 and the reviews of the IMO conventions on Standards of Training, Certification and Watchkeeping and Limitation of Liability for Maritime Claims. Tim chairs the International Chamber of Shipping Labour Affairs Committee and, as such, serves as spokesperson for global shipowners at the International Labour Organisation.  He is a former Chairperson of the ECSA Social Affairs Committee.

Tim holds a BA Degree in European Studies, a CPE Diploma in Law and a Postgraduate Diploma in Legal Practice.  He attained a Master's Degree in International Maritime Law from the World Maritime University in 2016.
